Contract Performance Summary

Served as the sole software development contractor responsible for the full lifecycle development, enhancement, modernization, and sustainment of the National Weather Service's Advanced Hydrologic Prediction Service (AHPS). Designed, developed, tested, and delivered all application software supporting NOAA's nationwide hydrologic forecasting and water prediction mission. Collaborated closely with NOAA program offices, River Forecast Centers, hydrologists, and operations teams to translate mission requirements into production-ready capabilities. Delivered software releases to NOAA deployment teams for implementation within NOAA's on-premises operational environments, ensuring reliable access to critical flood forecasting, river monitoring, and water-resource decision-support services used by emergency managers, government agencies, and the public throughout the United States.

Scope of Services and Key Accomplishments

    Sole developer of the AHPS software platform and supporting application components.
    Designed, developed, integrated, tested, and maintained all application code supporting operational hydrologic forecasting services.
    Delivered production-ready software packages and technical documentation to NOAA cross-functional teams for deployment and sustainment within on-premises environments.
    Developed river stage, streamflow, and flood forecast visualization capabilities supporting National Weather Service operations.
    Created interactive hydrographs, forecast displays, and geospatial mapping tools to improve interpretation of hydrologic conditions and forecasts.

    Enhanced public-facing web applications to improve accessibility, usability, and dissemination of critical water-resource information.
    Led the modernization and migration of AHPS capabilities into the National Water Prediction Service (NWPS), ensuring continuity of operational services and preservation of critical forecasting functionality.
    Performed software engineering, quality assurance, configuration management, release management, and defect remediation activities throughout the project lifecycle.
    Collaborated with NOAA stakeholders to prioritize enhancements, implement new capabilities, and continuously improve operational performance and reliability.
    Supported NOAA’s mission to provide timely, accurate, and actionable flood, drought, and water-resource information to stakeholders nationwide.

Results

The AHPS platform provides nationwide operational support for hydrologic forecasting, flood preparedness, water-resource management, and public safety decision-making. The system delivers forecast information, alerts, and water-resource intelligence to federal, state, local, tribal, and public stakeholders across the United States. The successful migration of AHPS capabilities to NWPS ensured continued delivery of these mission-critical services while supporting NOAA’s modernization objectives.
